In absence of the configuration details and other information its not possible to say what all you need to do to stop relaying because it could be allowed in a number of ways. The default sendmail configuration in FC3 does not allow relaying and you have to permit it selectively. So you should start with the default configuration file and take the following steps:

1. Make sendmail listen on the LAN interface along also along with the loopback interface.

2. To allow local users to relay mail through sendmail you can either make an entry in the /etc/mail/access for the LAN subnet or enable SMTP authentication. The first option is simpler and will allow any host in the LAN to send mail.
