Content is copyright creator or other entity to which it may be
assigned. You might add a requirement to your ToS allowing you to
archive and distribute the content if you allow user comments from
random people (a la Slashdot).

Well, the copyright is yours. Ask your lawyer for the best solution in
such circumstances. Again, keep in mind that your ToS needs to be vetted
by a lawyer if you are worried about such things. Your content creators
may not have assigned copyright to you, in which case it isn't your
content.
