Drawing primitives (lines, circles) through programming.
Once such primitives are available through some software,

Can you give URL. I got www.pacd.com, which I guess is not
what you want to convey.

As such for end user, QCAD looks good choice. But this is
not my requirement.

To get user data using keyboard (arrow keys), mouse and
giving output to plotter.
