You need to have a news server. VSNL provides news.vsnl.net.in, ERNET's
is sangam.ncst.ernet.in. I don't know about other ISPs. You just tell
your news client which server to connect to, and you are through. Most
unix clients respect the environment variable NNTPSERVER.

Let them configure their news clients and access the outside world. Or you
can run an NNTP server, which gets news feed from the ISP server - this
requires quite a lot of disk space, but with an appropriate firewalling
rule, you can restrict the newsgroups your users can access.

Configure and run innd which comes with RHL, or you can download the
sources and compile it. The documentation of the package is excellent,
you should be able to set it up without trouble. In case of problems,
