Hi,
Just a wild thought, why can't one install RedHat packet maneger on debian, OR 
debian packet maneger on RH. Ofcourse this should install all the package 
database file and such stuff on the respective systems. Then use rpm on a debian 
system to install rpms and dpkg on RH system. Yea first in the series of 
thoughts that come would be dependence, if you are sure you can force the 
installation. Care should be taken to see the library versions ofcourse.. Then 
next step is to see how to have inter-operable package data-base. This should be 
a tuff but a challangeing job. Any thoughts on this..

Note: This doesnot mean a deb to rpm converter, on debian box I should be able 
to run 
bash$ rpm -Uvvh kde-base.xx-i386.rpm
And install kde-base :-)
