Try xcreensaver (http://www.jwz.org/xscreensaver/).  You could add any
program as a custom hack to xcreensaver.  Use xv to open up your jpg or gif
image.

Add a line like so to the programs section of your ~/.xscreensaver file:

        xv -root -max ~/etc/bg/images/foo.gif

You could also use the -random switch of xv to do some nice slideshowing.
