The DNS addresses can be entered in resolv.conf , it is optional.
if you are using any dialers like kppp what it does is adds a temprory entry
in to resolv.conf
you can check it once you are connected .
it has nothing to do with windows it the pap/chap authentication method
your ISP is using that does this.
