As i said in my earlier mail tftp is very risky thing to handle, secondly it
listens to udp reques only. If your cisco ( I do not have any idea) can send
packet to any port then write a small perl script wich will listen to
inbound connections to a particular port. The perl script can do lots of
thing with the received data.
Agian if you are afraid of perls script then try nc (net cat) which opens a
tcp/udp port for inbound connection and listen to it, but you have very
limited options with nc.

Finally if still want to use tftp only then read bootp how to.
