a) Use the wallpaper changer in KDE. [Right click on a kde desktop; then just
click your way and set it up]
b) You could also use Python or Perl to write up a program to change the
picture; integrating it with something like ZGV (a graphical viewer which runs
from a bash prompt)
c) Use good ol' "C" with myriad libraries.
My knowledge is limited to the above!
