Remove (or comment out) the line in /etc/inittab that aliases ctrl+alt+del
to shutdown.  Also have a file /etc/shutdown.allow with a list of users
authorized to perform shutdown.  Ideally root and the staff group (and one
or two other trusted users, max) should have this privilege.
