This is because Linux is trying to discover it. If you don't like it then
turn off discovery (run irmanager without -d 1, or echo 0 >
/proc/sys/net/irda/discovery) 

For patch-2.2.12-irda1 you need this one:

Please notice that kpilot is not working properly with
patch-2.2.12-irda1. I currently don't know what's wrong, but I suspect
kpilot is braindead. Pilot-xfer from the pilot-link package is however
working just fine.
