There are GSM standards for this. Actually practically all phones follow
these, with the notable exception of NOKIA 61XX models, which do have an
Infrared WinSoftModem. :(
I don't have the URL by the hand, but Siemens publishes the GSM standard
commands it's S25 understands somewhere on their website ;)
