Don't do this! You're giving an IP address to the IrDA interface. Such low
level IrDA interfaces does only understand IrLAP addresses!!

Looks like your missing something in your /dev/conf.modules:
options nsc-ircc dongle_id=0x09
alias irda0 nsc-ircc
Did you read irda-utils-0.9.9/irattach/README?
