The problem turned out to be related to the irq the
NSC PC87338 Controller was using. It was 5 and should
have been 4 to match the ttyS0 serial device.
The irq was reassigned correctly after I found (and followed)
the documentation at http://www.physiol.usyd.edu.au/daved/linux/tp600e.html
on configuring the irda and serial devices using
the ps2 utility.
