[Linux-IrDA]Include file irda.h

Hello,

I attached a irda.h include file which can be used be the kernel and the
user programs with include socket support. I think a common file for
both is needed because of the difference between the size of "struct
irda_ias_set" and user programs should not check which kernel version
you use.
