Are you sure that it is the correct dongle ID ? For my laptop,
I had to use 0x8. Try a few of them.
You can also restrict the IrDA stack to 115 kb/s, that should
solve the dongle problem. If the stack doesn't work at 115 kb/s, then
you have an install or irq problem.
