And for me powerpc allmodconfig with:

powerpc:allmodconfig passes for me. Did you enable some additional build 
options ?
If not, what is your toolchain version ?

I think this is outside my boundary for any attempt to fix. Maybe with
some suggestion/guidance I can try.

Given the discussion around it, I would not want to touch it myself.

Apart from powerpc:allmodconfig:
m32r:allmodconfig
tilegx:allmodconfig
tilepro:allmodconfig

These three are for the same problem as in drm/vc4 which you mentioned.

Does any of those tend to fail differently than other allmodconfig builds ?
I am hesitant to add more builds to my tests - my build system is already
on its knees.
