There's a kernel patch along with userspace ustils at 
http://www.in-berlin.de/User/kraxel/linux.html (scsi-changer)
that exactly does what you want. I use it with 2.2.18pre_something at 
work but a 2.4 patch is also provided. It works great with our DLT-loader.

I wonder why this still isn't in the mainline kernel though....
