When performing notifier function pointer sanity checking, allow
CONFIG_BUG_ON_DATA_CORRUPTION to upgrade from a WARN to a BUG.
Additionally enables CONFIG_DEBUG_NOTIFIERS when selecting
CONFIG_BUG_ON_DATA_CORRUPTION.
