The function clear_non_loaded_ctxs is local to the source and does
not need to be in global scope, so make it static.

Cleans up sparse warning:
arch/x86/mm/tlb.c:37:6: warning: symbol 'clear_non_loaded_ctxs' was
not declared. Should it be static?
