I have a Skylake server, HWP capable, but it doesn't trigger this bit; I had to do "echo 1 > /sys/devices/system/cpu/intel_pstate/hwp_dynamic_boost". Just out of curiosity, do you see reasons for leaving some SKL out of the default setting?
