Xilfpga is a library and it’s a part of PMUFW BSP.
It will follow the below flow to configure the PL from Linux environment.
Linux -Fpga Manager framework <--> Linux-Firmware Driver <- -smc call-->ATF 
<--IPI call--> PMUFW<--> Xilfpga library.
