linux-next: build failure after merge of the block tree

Hi Jens,

After merging the block tree, today's linux-next build (x86_64
allmodconfig) failed like this:

ERROR: "css_next_descendant_pre" [block/bfq.ko] undefined!

Probably caused by commit

  8060c47ba853 ("block: rename CONFIG_DEBUG_BLK_CGROUP to 
CONFIG_BFQ_CGROUP_DEBUG")

I have used the block tree from next-20190620 for today.
