[PATCH v2 4/4] perf: Use CAP_SYS_ADMIN instead of euid==0 with ftrace

[Igor Lubashev]

Kernel requires CAP_SYS_ADMIN instead of euid==0 to mount debugfs for ftrace.
Make perf do the same.
