Sorry, I found BUG in this patch.
 mem_cgroup_charge_common() has unnecessary page_cgroup_unlock().

replacement is here. tested under x86_64/fake numa + CONFIG_PREEPMT=y/n.

A manner "check page->cgroup again after lock_page_cgroup()" is
implemented in straight way.
