What I was arguing (conceptually) is that something like
#define ENOIOCTLCMD ENOTTY
or preferably but more invasively s/ENOIOCTLCMD/ENOTTY/ (mutatis mutandis)
would result in no loss of function. I assert that ENOIOCTLCMD is
redundant, pending a specific counterexample.
