Current Kconfig allows GPIO_DEVRES to be selected and compiled without GPIOLIB. This does not make sense anymore since GPIOLIB has become the exclusive way to deal with GPIOs. This patch makes GPIO_DEVRES available only if GPIOLIB is selected.
