Note that $PUBKEY might change, give pointers to the canonical places where
you can get the latest version (latest kernel source?). Perhaps indicate
where to find gpg and a gpg-aware mailer, or steps to encrypt a file and
send that over as an attachment. Need to clarify a mechanism by which they
can get back to you via encripted mail.
