This patchset mostly copies from Frederic and split the apply_workqueue_attrs() as TJ's suggest.
This patchset still doesn't include the patch "workqueue: Allow changing attributions of ordered workqueues", I hope to reduce the review processing. The handling for the ordered workqueue will be repose after this patchset accepted. changed from v5: Apply TJ's comment, rename, error-path .etc. The default pwq fallback to the low level global cpumask when (and ONLY when) the cpumask set by the user doesn't overlap with the low level cpumask.
