Your advice in addition to Bart's helpful additions on networking with TUN/TAP in the Readme for DosEmu 1.2 enabled Windows 3.1 to run Netscape 3.04 on my system.
BTW, 16 bit versions of Netscape 4.0x, specifically 4.06 and 4.08, crash DosEmu. I haven't tried any others so far. Some "16 bit" applications probably needed win32s.
