It simply means that your prog executes busy loops
while waiting, and dosemu can't reliably detect
that to drop the cpu usage. This is a common
problem with DOS programs. dosemu2 it trying
to detect the common loop patterns (like kbd polling)
to release some CPU, but it can't be tuned for
every particular program.
