Yes, any DOS boot disk except that of WinME, will boot. To minimize
error messages, you should comment out both himem.sys and emm386.exe in
the boot floppy's config.sys. These program's services are provided
transparently by dosemu.

Yes, there are several ways to go about it. The simplest being that you
download a freedos image off the net, and set it up (see the
QUICKSTART). You don't have to mount it. If done properly, a simple
"dos" [enter] will boot you into dos.

All the details for the different setups are in the dosumentation. Or
you could just wait for someone on the list with the desire to enumerate
all of them for you.
Either way, you'll find out that installing any DOS version for dosemu
to use is many times more fulfilling than using floppies for a
conventional single boot DOS setup.
