Nope; can't be done. Both NetBEUI and TCP are transport protocols; TCP
won't carry NetBEUI unless you cook up some sort of tunneling
arrangement. Perhaps you're thinking of RFC1002 NetBIOS-over-TCP,
sometimes called NetBT?
Microsoft stacks will send MS-Net (that is, NetBIOS and upper layers)
over NetBEUI (which is not routable), TCP (routable), or IPX (routable).
(Of course all three can be bridged, if your organization isn't afraid of
bridging.) If you want MS-Net carried by TCP you bind the Client for
Microsoft Networks directly to TCP. If you'd rather use IPX you bind it
to IPX. If you wish to fill your single LAN segment with constant broadcast
chatter you bind it to NetBEUI. :-)
