Alas, "local input" fw chain cannot be an fw chain at all.

Well, I'd like to emphasize: doing in fw anything but
packets denial is very bad idea. We try to use fw
for some another purposes to make life more comfortable.
But these hacks hit their limits, when they start to break
ip coherence.
