Did you check to see that the other machine you are starting FTP from is
included in /etc/hosts ?   Usually I have this problem until I add the
machine to the host table.  

You may also want to check /etc/hosts.allow and /etc/hosts.equiv.  There
is also an /etc/ftpaccess but I usually don't
have to edit that.
