I want everything louder than everything else.
Priority isnt any business of the protocol, nor should it ever be. User
processes can set the IP type of service which does limited priority queueing
across some parts of the internet. In general its going to matter from your
modem out to the ISP and might matter from the ISP to your modem, the odds
of anyone listening to your ToS request and acting on it anywhere else are
remote
