The feature was wrong, that's decent explanation.
You have choice --- to enable proxy arp by
echo 1 > /proc/sys/net/ipv4/conf/*/proxy_arp
or to use host proxy arp in exceptional situations.
And stop blaming, please 8) If the above does not satify you,
please, explain why it does not. If you will able to explain,
than I'll write proxyarpd "out of band".
