Hi,

As far as I can understand, You cannot access Your mail when using a POP3
client program. Usually, the reason for this kind of problems - an
undeleted lock file left by in.pop3d (POP3 daemon). When You connect to
Your box via POP3, it sees that undeleted lock file and tells You that
Your mail is still being read :-(

If this is the case, You need simply to erase that lock file (usually in
/var/tmp/.pop or wherever pop3 daemon creates lock files ) and You will be
able to read Your mail again. 

BTW, for testing purposes You don't need to start netscape or outlook, You
just telnet to Your host at pop3 port (110) and see what's going on.
