That has nothing to do[1] with the RedHat version and everything to do
with your kernel version.

Run, don't walk to one of the RedHat mirrors and grab the latest kernel
kernel-2.0.36-3.i386.rpm I think it is at the moment, then have a look at
http://www.redhat.com/support/docs/rhl/intel/kernel-upgrade-intel.html
for pointers on how to install it, it fixes several bad security issues,
and it's definitely able to handle fat32, although an alternative
explanation for you being unable to mount fat32 is that it's called vfat
in Linux.

It's a required skill when using any distribution, to know how to keep it
updated.

[1] Apart from the kernel version shipped with non updated RedHat.
