Read the Quota howto.  It tells you how to set usage limits.  They
give you a lot of flexibility on how much disk space users can use.

There are may backup choices with Linux.  I like BRU, but it depends on
what you need.  Linux also supports Raid, so that you get transparent
mirroring.  It all depends on how important the data is, and what you
can afford for hardware.  Are nightly backups enough, or do you have to
have fail safe data?
