Strangely enough, it's called ipxping, available at
ftp://sunsite.unc.edu/pub/Linux/system/network/misc/ipxping-0.0.tar.gz
or the RedHat RPM at
ftp://sunsite.unc.edu/pub/Linux/distributions/redhat/contrib/i386/ipxping-0.0-2.i386.rpm
