I've been working with EQL as well (combined with IP MASQ), and
I've got pretty much the same setup you're using, and I'm seeing
the same problem.
You are sending out packets with the same return (static) IP
address on them, and your end is balancing them over the two ppp
links. But the ISP Terminal Server sees two different connections
with two different IP addresses (one static).
So when packets are sent TO the static IP address, they end up
being all sent over the one link. Certain terminal servers know
how to work around this - I don't know if they assign the same IP
address to the PPP links (probably), or use some other mechanism.
Talk to your ISP and see what they say. Tell them the problem and
tell them you probably need the same IP on both links. That or their
terminal server is not the right one and doesn't know what to do.
The long term solution is to use Multilink PPP, but unfortunately,
I have not found an implementation for Linux that is finished, or
has even been touched in a while - it's meant for Linux 2.1.39 and
ppp-2.3.1 (I think). See: http://odalix.ins-coin.de/mp/.
Unfortunately, our ISP is not as helpful as yours, so we're going
to move to ADSL.
