First you have to enable cgi scripts to run in apache in the config files.
Then you can ALSO select specific directories that will allow the
execution of CGI scripts in them via the "ExecCGI" parameter.

It is relatively straightforward. Go to www.apache.org and read the
documentation re cgi scripts.
