Your configuration looks OK and it should work.
Please, make sure, that address set on teql coincides
with one, which was supposed to be set on ppp.
And then try to ping it a bit and make "ip neigh ls",
"tc -s qdisc ls", "ip -s link ls".
BTW why do you need it, if you have only one device?
