Yes and they all need stopped at the source and CERT is dedicated to that. 
They just had the FBI visit a college up North and haul someone out of class.
As far as ISP's not returning mail, I bet a phone call would work, My last
hacker was reading and deleting MY EMAIL , maybe he is watching the ISP, or just
spoofing the IP so it "LOOKS" like them. The only place that can track the real
path down (short of a few Mason's around) is CERT.
