sender's domain resolves to anything, not just an A record.

Use FEATURE(accept_unresolvable_domains) when building sendmail.cf.
Alternatively, replace the lines
R<?> $* < @ $+ > $* $: <? $(resolve $2 $: $2 <PERM> $) > $1 < @ $2 > $3
R<? $* <$->> $* < @ $+ > $*
$: <$2> $3 < @ $4 > $5
with
R<?> $* < @ $+ > $* $: <OK> $1 < @ $2 > $3 ... unresolvable OK
