Certification Authority for what? For generating web server
SSL certificates? You can generate them out of the SSLeay (OpenSSL)
package. The aren't signed by a central certifying authority like
Verisign or Thawte, though. Are you looking for something tied back
to a certified authority that the web browsers will recognize without
being instructed to? That's a lot tougher and a lot more expensive.
