IEEE 802.11

Could someone tell me is there a place where text of IEEE 802.11 standard
could be obtained and not paid for. AFAIK IEEE.org doesn't allow free 
download as ETSI does at the moment?!
Does paying for it means that it is somehow copyright protected?
I think not. Am I right.
