i forgot to mention, it limited it to about 1.9 kpbs outbound when we were
additionally limited to a maximum of 3 meg. when we increased that to 8,
the machine jumped up to about 2.5 kbps out. when i told the shaper to go
to 8 mbps we ended up pushing 6 mbps out (probably because of limitations
of the wire -- we were on 10 meg bridged ethernet at the time).
