Slow ftp/telnet connections

We have a linux box running  Apache web server & Squid proxy server.  Ever
since I changed the server IP address and Gateway IP (in
/etc/rc.d/rc.inet1), my users cannot connect to FTP and remoteTelnet
sessions may take as long as 2-3min. to connect & the connection is quite
slow.   HTTP services are OK.  Any ideas?
